					<description>I don't believe it is faith in others, or naivety. Instead I believe it is leadership. The only way to improve our lot in life is to demand the best of everyone around us. I believe the folks at the NP forum acted reprehensibly and they were not alone in their actions. My goal here was to ask people to think before acting. 

I was also attempting to point out that jumping to conclusions about someone can cause real harm to friends and family members of someone who is missing. We should not have that repeat, ever. It is a poor reflection on our community as a whole.

Frank was a successful business man and a philanthropist in the community. At this point, very little else is important on the subject.</description>

"Our City Manager form of government and present situation with the City Manager, shows how employment contracts without escape clauses can create a strangle hold on effective and efficient operations."  

Has he read the CM's contract or is this just another OPINION?  

"To lower the costs of the utility expansion significantly, the City’s Public Works Department needs to develop the capability of installing and maintaining utility expansion projects on its own."

Has Mr. Gonce made an analysis of what it would cost for the city to take the UEP on in house?  BTW,  the city does maintain the Utility System in house.

"Does anyone really know how the impact fee is established and allocated?"

Well yea, I know that we have periodic studies to determine what the  various impact fees SHOULD be.   Furthermore, I also know the basis for impact fees.  Your statement "at this time and the impact fee MUST be lowered" is completely irresponsible especially since you admit to not knowing how impact fees are established!

"I advocate changing formal council meetings to Wednesdays at 7:00 PM so working citizens can attend. City Council work sessions should be open to citizens and the media." 

Monday council meetings have been held since the city was first incorporated.....
As to the second comment; "City Council work sessions should be open to citizens and the media"  THEY ARE OPEN TO THE PUBLIC &#38; THE MEDIA!

"I already have a history of communicating in this manner when I was a councilman in another community"
According to his web page "Appointed City Councilman, Casper, Wyoming (1988)."  "Moved to Cape Coral 1989"

"The people of Cape Coral should never again have their livelihoods or homes put in jeopardy because of the irresponsible decisions made by a few."  
Exactly what irresponsible decisions "made by a few" is Mr. Gonce speaking of.   Examples please!  I believe it is IRRESPONSIBLE to indict people or cast aspersions without specifics.  

"But, it is also important to vote for those candidates with a similar philosophy and approach in order to affect change."

This is the statement I find most disturbing!  Gen. George Patton probably said it best. "If everyone is thinking alike, someone isn't thinking."</description>

We have gained many new residents and we have lost many, do to high taxes and assessments and insurance rates.

More infrastructures to bring in white collar jobs and technology companies into the Zemal property area along Rt. 41. With the $40 million dollar expansion of Page Field Airport witch will include more commercial freight to its lineup, this would help with our infrastructure to promote business development growth.

Does Stan know what "infrastructure" is?  And is he on a "witch" hunt for commercial freight at Page Field to be flown in Piper Cub aircraft?

Did you ever think that maybe, just maybe; "thinking like a major metropolitan city" is exactly what is eroding "Paradise" ?   

"Assessments and Fees are just another way of saying “taxes”, and I do not support increases. I believe that finding efficiencies of operation and cutting unnecessary spending are much better ways to find the dollars needed to support the critical operations of our city."

This will come as no surprise to Chris since he and I have had this same conversation.  Taxes apply to everyone who  lives or owns property here.
Fees and assessments only apply to those who; a) are receiving a betterment to their individual property b) who are using a service that not all property owners may have c) those who have a negative impact on an existing infrastructure.  Learn the differences before making rash statements.</description>

Do you have any idea when the General Fund will benefit from increased property values in the CRA???

While I agree with some of what you have said, I think you would find legal challenges with "government operating at a profit."</description>
